I feel for you. It’s going to take time to get your hair back in shape, I would suggest taking your colour back to it’s original and then lots of loving care by using treatments and conditioner

I have natural mousey sandy brown hair and I put blonde highlights in my hair in July 2007. I can’t remember what make of hair dye it was but it said that they only lasted 3 months but they have never dyed out which I thought they would and I really want to get them out but if I dye my hair again will the highlights go a different colour? Or will the dye get the blonde highlights out completely? What brand of hair dye should I use?

The hairdresser may have actually meant that you would need your roots re- touching after 3 months, as a permanent colour is permanent.
Dependent on how light your highlights are you may be able to get a great result with a temporary colour but again I stress, visit your stylist to ensure you know your options and you get a great colour result.

In my professional opinion, go to a professional hair salon. If your hair is already not in good condition then it will need expert advice and TLC. You hair is fragile and when the condition is week then the colouring process and desired result can be difficult to achieve. I would recommend getting a consultation from your stylist and seeking their professional advice on which colour treatment is the best for your hair.
Permanent, semi permanent or temporary colour may all be possible but the condition of your hair is the overriding factor.
You are correct to be concerned over a flat colour result. This can happen when hair is damaged and you may need to have tonal pigment put into your hair first, to ensure your colour result tonal refection is true.
When I use to have my own salons I had many clients come to see me in despair, after home hair colour experiments. As professional hairdressers we spend years of educational learning to be able to confidently select and predict a colour result believe me it is not easy.
So please for your own sake ensure your hair receives what it deserves.
