I am not sure who Hilary Duff is but fringes (bangs) can be more sweeping so that it has a asymetric feel...softening the face you might like to try that ? Hope it works for you.

It sounds like your hair needs some deep moiturising treatments...Wella SP Power mask is great at re-hydrating wavy frizzy hair, also use a styling product like Wella SP Polish Cream this will tame the frizz for longer. Good luck.
